Effective Fall Semester 2017!

 

Beginning August 30, 2017, motorized moped type vehicles will no longer be permitted to park at bicycle racks. Instead, these vehicles will be required to purchase a permit and use designated moped parking areas on campus. The moped registration fee will be $50 for a one year permit. Designated moped parking areas will be located throughout campus.

While mopeds are currently allowed to park at bike racks around residence halls and academic buildings, this change is necessary to promote pedestrian safety and provide needed bike parking space at the bike racks.

This change was recommended to the MSU Police Department by the All University Traffic and Transportation Committee (http://auttc.msu.edu).

As a reminder, all mopeds and motorcycles must also be registered with the Michigan Secretary of State to be eligible to purchase an MSU parking permit. Additionally, mopeds and motorcycles are not permitted to drive on sidewalks, designated bike paths, or lawns.

Moped Parking Permits

 

Moped parking permits will be required for all mopeds parking in reserved parking areas. Drivers choosing to park in metered or pay-by-plate parking areas are not required to register their moped. However, metered parking must be paid during hours of operation.

Moped parking permits are $50 and are valid for 1 year.

Parking spaces designed specifically for moped use will be installed in convenient locations across campus during the 2017 Summer Semester.

The new moped parking areas will be available for use at the start of the 2017 Fall Semester.

Frequently Asked Questions

What is the difference between a moped, a scooter, and a motorcycle?

Often the terms scooter and moped are used interchangeably.

A moped is defined by Michigan law as a motor vehicle with two or three wheels that:

  • Has an engine that does not exceed 100 cc piston displacement
  • Does not have a gearshift
  • Has a top speed of 30 mph or less on a level surface

Anything exceeding this criteria is considered a motorcycle.

Will there be more moped parking added in the future?

The moped parking areas will be regularly assessed to determine if additional moped parking areas are necessary. Additionally, the number of moped permits sold will provide data on moped parking usage.

What happens if I park my moped at the bike rack after this change?

Mopeds that are not registered or are parked at a bike rack after August 30, 2017, may receive a $25 parking violation in accordance with University Ordinance 31.

What are my options if I don't want to purchase a moped parking permit?

Mopeds may still park at any parking meter or in pay-by-plate parking areas, without registering for a permit, as long as time is purchased for the parking at the meter, pay station, or using the SpotOn mobile payment app where available.
